Preparations have gained momentum for the implementation of the ‘No PUCC, No Fuel’ policy in Haryana’s National Capital Region (NCR), which is scheduled to come into effect from October 1 to tackle rising air pollution.

Under the new system, Automatic Number Plate Recognition (ANPR) cameras will be installed at petrol pumps across the NCR to check whether vehicles have a valid Pollution Under Control Certificate (PUCC) before refuelling.

In Gurugram, work is underway to install ANPR cameras at more than 500 petrol pumps. Around 300 petrol pumps are expected to be equipped with the cameras by August 31.

In the first phase, ANPR cameras will be installed at 775 petrol pumps across Gurugram, Faridabad, Jhajjar and Sonipat in August. In the second phase, the remaining 2,005 petrol pumps in other NCR districts will be connected with the system in September.

The Commission for Air Quality Management (CAQM) has directed that all 2,780 petrol pumps in the NCR be linked with the ANPR system by September 30, ahead of the policy’s rollout.

How Will The ANPR system work?

The ANPR cameras installed at fuel stations will automatically scan vehicle number plates and verify the status of their PUCC.

Vehicles with an expired or missing PUCC will not be allowed to receive petrol or diesel under the new rule.

Aim To Reduce Pollution

The CAQM believes the technology-driven system will help identify and restrict the use of vehicles that do not comply with pollution control norms.

Officials said the camera installation process will be completed in phases during August and September to ensure smooth implementation of the policy from October 1.

“ANPR cameras are to be installed at petrol pumps; preparations are being made for this in Gurugram,” said Sanjeev Singla, Secretary, RTA.
