Special Parliament Session Day 2 LIVE Updates: INDIA Bloc MPs on Friday met at Congress chief Mallikarjun Kharge's chamber in Parliament ahead of the start of the proceedings in both houses. The government on Thursday tabled three bills -- Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, and the Delimitation Bill 2026 and Union Territories Laws (Amendment) Bill, 2026 -- in Lok Sabha to amend the women's quota law and set up a delimitation commission amid protests by the opposition, which termed the proposed legislations anti-constitutional.

Today, voting will take place on the three bill in Lok Sabha at around 4 pm. According to the draft Constitution amendment bill, Lok Sabha seats will be increased to a maximum of 850 from the current 543 to "operationalise" the women's reservation law before the 2029 parliamentary polls, following a delimitation exercise based on the 2011 Census. Seats will also be increased in state and Union territory assemblies to accommodate 33 per cent reservation for women.

The session witnessed speeches from Prime Minister Narendra Modi, Union Home Minister Amit Shah, Law Minister Arjun Ram Meghwal among others from the treasury benches. Opposition leaders who spoke against the bill include Priyanka Gandhi, Akhilesh Yadav, and several other MPs from southern India. PM Modi urged the opposition to not politise the issue and support the bills to provide reservation to women in legislature.

Priyanka Gandhi questioned why the government had linked the women's-quota law with delimitation and said the prime minister should implement women's reservation based on the current strength of the Lok Sabha (543 seats). "If Modi truly respected the women of the country, he would not use them for political purposes," she said.

    Parliament LIVE Updates: Oppn Questions Govt's Move To Amend Women's Quota Law Without Implementing It

    Opposition members in the Lok Sabha on Friday questioned the government's move to move a bill to amend the 2023 women quota law before bringing the principal Act into force.

    Soon after laying of parliamentary papers, K C Venugopal rose to point out a law ministry notification issued last night around 10 pm to bring into force the 2023 women's reservation law with effect from April 16, much after a bill to amend the Act was introduced and discussed in the House.

    DMK's Kanimozhi also flagged the issue, wondering the logic in discussing an amendment after notifying the principal Act. Opposition members sought a clarification from law minister Arjun Ram Meghwal who was present in the Lok Sabha.

    Special Session Of Parliament LIVE: Women Reservation Act 2023 comes into force ahead of voting to its amendment in LS

    The Women Reservation Act 2023, which gives 33 per cent quota to women in legislatures, came into force on Thursday to operationalise the proposed amendment being discussed in Parliament. An official explained that bringing the law into force was essential as its proposed amendment will not have come into effect without that.

    The constitution amendment Bill became a law but did not become part of the Constitution as the government did not bring it into force. If a law does not come into force, how can its proposed amendment be implemented. Hence it was brought into force with effect from April 16, the official explained. The 2023 act was notified with effect from April 16 in the midst of the debate in Parliament to amend the same law for its implementation in 2029.
