Parliament Special Session: The Constitution (131st Amendment) Bill, 2026, which aimed to amend the Women's Reservation Bill, was defeated in the Lok Sabha after the government failed to secure the mandatory two-thirds majority.

Following the Constitution Amendment Bill's defeat, the government requested Speaker Om Birla not to take forward two other bills: the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill, saying they were "intrinsically linked" to the legislation related to women's reservation.

How Did The Government And Oppn Reacted?

Soon after the Constitution Amendment Bill failed to clear the Lok Sabha, Parliamentary Affairs Minister Kiren Rijiju said that the BJP-led government's mission to ensure dignity and rights for women will continue.

"It is unfortunate that such a historic and important Bill, meant to give respect and rights to the women of the country, could not be passed with the required strength. However, this remains a historic moment, and under the leadership of Narendra Modi, our mission to ensure dignity and rights for women will continue, and we will achieve it."

In a post on X (formerly Twitter), Union Home Minister Amit Shah said, "The Congress, TMC, DMK, and Samajwadi Party did not allow the passage of the essential Constitution Amendment Bill for the Nari Shakti Vandan Adhiniyam. The Congress and its allies have done this not for the first time, but repeatedly. Their mindset is neither in the interest of women nor of the country. I want to tell them that this insult to Nari Shakti will not stop here; it will travel far and wide. The opposition will have to face the 'wrath of women' not only in the 2029 Lok Sabha elections, but at every level, in every election, and at every place."

Speaking to ANI, BJP MP Kangana Ranaut said, "Nothing more painful than this has ever happened in the House before. They have shattered the morale of the women. It feels like a personal loss to me. We have faith in PM Modi, and we will ensure that the women get their rights."

BJP MPs also protested in the Parliament premises after the Constitution Amendment Bill failed to pass in the Lok Sabha.

Leader of the Opposition in the Lok Sabha, Rahul Gandhi, said, "As I said in the House, this bill was an attack on the Constitution, and we are glad that we have defeated it. This was not a Women's Reservation Bill, but an attempt to change the electoral map of India."

Hitting back at the government, Congress MP Priyanka Gandhi Vadra said, "We can never agree to linking delimitation with women’s reservation. It was not possible that this bill would pass. This is a big win for democracy in our country. Those who did not take any action in Hathras, Unnao and Manipur are talking about an anti-women mindset?"

"It is a win for South India. It is a victory of the Opposition parties. It is a victory of the women of the country," Karnataka Deputy Chief Minister and Congress leader DK Shivakumar told ANI.
